Opposing the Crossrail Plan for Romford & Chadwell Heath
The following has been added to the site with the kind permission of Mrs D Warwick of Beechfield Gardens. The reply from Crossrail is in reply to her query as to whether, if the Crossrail depot goes ahead, Crossrail would be prepared to purchase properties blighted by the project, as a matter of goodwill.
Dear Mrs Warwick
Thank you for your letter dated 27 November 2004
addressed to Mr Machin which has been passed to me for attention.
On current assumptions, powers for the scheme would
be sought in a Bill to be introduced into Parliament in 2005 which would take
about 2 years to be approved, this will include an examination of the proposals
and objections to them in public before two Parliamentary Committees.
The Act of Parliament fixes certain matters in law
including: The geography of the proposed route where it would run. The ability
of the Crossrail team to obtain and use
certain areas of land. The right to carry out the construction work, operate and
maintain the railway.
Unfortunately people affected by projects with long
gestation periods, like new roads and railways, are placed in the position of
having to wait for a long time for any compensation. The arrangements are law
and, therefore, not something which can be changed by the project. It must be
remembered that the intention is to compensate for loss of market value
resulting from the operation of the new project, which we hope you will
understand can only be judged truly once the project is working.
A second round of consultation ran from 5 August
2004 until 27 October 2004. This consultation was aimed at seeking comment on
our more detailed proposals. A Consultation document plus an Information pack
was created and a further round of Information Centres supported by 2
Information Exchanges at Farringdon and Spitalfields were held.
Crossrail is reviewing all responses to the Round 2
consultation and will produce a report on the results of Round 2 for the
Information Round planned for January - February 2005. The proposals may change
as a result of consultation and updated information will be available as part of
the Information Round.
